When you need a licence to rent or drive a boat in Dubai

No. To rent a boat in Dubai as a crewed charter you need no licence at all, because the boat comes with a certified captain whose licence covers the trip. Jet skis need none either, since you ride with a guide on a marked route. You only need a UAE marine licence if you intend to drive a boat yourself, unaccompanied.

Renting a boat in Dubai: the three situations, and which needs a licence

Almost all confusion here comes from treating 'renting a boat' as one thing when it is three. A crewed charter, a guided jet ski and a bareboat hire have completely different requirements.

Why a charter needs nothing from you

A charter yacht in Dubai operates under the vessel's own commercial registration, carried by the operator, and sails with a captain holding a licence for that class of boat. Legally you are a passenger, in the same way you are on a ferry. Nothing about the arrangement requires anything from you.

That is also why a captain's judgement is final. If they decide conditions are unsuitable, the charter moves. It is their licence on the line, not the customer's preference.

What you would need to drive yourself

The UAE issues its own marine licence through the local maritime authority, and it is the one the coastguard checks. Getting it takes a short theory course, a practical assessment and a test on local navigation rules, the buoyage in the Marina and Creek approaches, and radio procedure. Two days is typical and it costs around AED 2,500.

An RYA Powerboat Level 2 is the international standard and is widely taught in Dubai, but it does not on its own permit you to skipper here. Most boat owners in Dubai hold both: the UAE licence for local waters and the RYA for chartering abroad.

Licence tiers are tied to vessel length, so a licence covering a 30ft boat does not cover a 60ft one.

Why bareboat hire barely exists here

In the Mediterranean or the Caribbean, hiring a boat without a skipper is a normal holiday. In Dubai it is close to unavailable, and visitors who expect otherwise are usually working from that comparison.

The reasons are structural rather than obstructive. Insurance for an uncrewed hire to a non-resident is difficult to place, the licence tiers are UAE-specific so an overseas certificate does not transfer, and the operating area rules are enforced by a coastguard who will check. Very few operators find the arithmetic works.

What exists instead is the crewed charter, which is why every boat on this coast comes with a captain. For a visitor that is not a compromise. It costs the same as it would elsewhere, and you get somebody who knows the channel, the anchorages and where the traffic runs.

Getting the UAE licence, if you live here

For a resident who intends to buy a boat or hire regularly, the course is straightforward and the qualification is genuinely useful. Expect about two days: a theory component covering navigation rules, buoyage, safety equipment and VHF radio procedure, then a practical assessment on the water and a written test.

The local content is the part that matters and the part an overseas certificate does not cover. The buoyage on the Marina and Creek approaches, the traffic separation off Dubai Harbour, the operating boundaries, and the reporting requirements for going out at night or overnight are all specific to here.

Most boat owners in Dubai end up holding both the UAE licence and an RYA Powerboat Level 2. The first for local waters, the second because it is what a charter operator in Greece or Croatia will ask to see.

The jet ski rules in a bit more detail

Jet skis are where the licence question comes up most, because they feel like something that ought to need one. As a guest hiring from a licensed operator with a guide on the water, you do not need any qualification. The operator's licence covers the activity and the guide is responsible for the group.

Sixteen is the minimum age to drive and it is not negotiable, however experienced a fifteen-year-old is. Passengers can be from about eight provided a life jacket fits properly. The guide rides with the group throughout, and the routes are defined. The corridors you may use off Dubai Marina are set, and a lead rider keeping the group inside them is the whole reason a guide is mandatory rather than optional.

Owning and riding your own jet ski in UAE waters is a different matter and does require registration and a licence, in the same way a boat does.

What the captain is responsible for, and what you are

Because the licence sits with the operator rather than with you, so does the liability, and it is worth knowing where the line falls. The captain is responsible for the vessel, the safety of everyone aboard, compliance with the operating area, and the decision to sail or not. Insurance for the vessel and its passengers is carried by the operator.

What sits with you is smaller and mostly obvious: the accuracy of the headcount you gave, the conduct of your own group, and anything you bring aboard. A guest who arrives visibly intoxicated is refused by the captain because that is their legal call, not a house preference.

The practical consequence is that a captain's decision is not a customer-service matter. If they will not sail, will not exceed the guest number, or will not go where you have asked, that is a licensing question rather than a negotiation, and no operator worth booking will overrule it.

Fishing, diving and the other permits people ask about

The same principle runs through all of them: as a guest on a licensed commercial operation, the operator's permit covers you, and you need nothing.

Fishing on a charter boat needs no personal licence. The vessel holds the permit and you fish under it. Fishing from your own boat, or spearfishing, does require permits. Diving with a centre runs under the centre's licence, though you will need your own certification card for anything beyond a try-dive.

The one thing worth naming separately is drone work, because it catches commercial bookings out. Flying a drone from a charter requires a permit with a realistic lead time of about a week. Ordinary photography and video need nothing at all.
