Every good restaurant in Dubai is full of other people's anniversaries, which is why the idea below is not a restaurant. A boat is not full of them, and that is most of the appeal, for two hours the only people around are you and a crew who have been told to be invisible.
The default is a two-hour sunset charter: out through the Marina about ninety minutes before the sun goes, along JBR, turned so the light falls on your side of the boat, then back through the lit channel. It costs about the same as dinner for two somewhere good and it is not comparable.
For a milestone (a tenth, a twentieth) three hours with dinner served at anchor is worth the extra. We anchor in the flat water behind the Palm crescent, the caterer comes aboard beforehand, and the boat does not move again until you say so.

Anniversary ideas for two, on a boat built for twelve
Charters are priced per boat, so two people pay the same AED 1,500 for two hours that twelve would. There is no couples rate anywhere on this coast, and an operator offering one is almost certainly selling seats on a shared cruise.
That per-head figure looks alarming until you place it next to what an evening out in Dubai costs. AED 1,500 is roughly dinner for two with wine at a good restaurant, or two seats at a signature brunch. None of those is a private boat at sunset with nobody else aboard, and none of them is a story either of you retells.
The better question is not whether it is worth AED 750 each, but whether the evening is worth AED 1,500 to the two of you. For an anniversary, most people find it is.
What privacy actually buys
Three things a scheduled sailing cannot give you at any price. The departure timed to the real sunset for your date rather than a fixed slot — which moves from about 17:35 in December to 19:15 in June. No other guests, no performance and no announcements over a PA. And a route you can change, including asking the captain to hold position somewhere.
Flowers and a bottle on ice go aboard before you board, so nothing is carried down the pontoon. A photographer for the first hour runs from about AED 800 and is the one addition worth its cost if the pictures matter.
Two hours or three, for a couple
Two hours is a sunset run and it is complete in itself. Three hours is an afternoon, and it is the booking most couples enjoy more once they have done both — out past Bluewaters and the Palm, anchored in the flat water behind the crescent for forty minutes with the ladder down, then under way again for the light on the way home.
For two people that swim stop is a different thing than it is for a group of twelve. No queue for the ladder, no waiting, and the boat genuinely quiet at anchor four kilometres offshore. It is AED 750 more, and it is the best AED 750 on this price list.
